November 6, 2006 ELLEN MAFRED ROLLINS [#96626], 50, of Los Angeles was suspended for two years, stayed, placed on four years of probation and was ordered to prove her rehabilitation and take the MPRE within one year. The order took effect Nov. 6, 2006. Rollins did not comply with probation conditions attached to a 2000 disciplinary order. She was required to make restitution to a former client and to the Client Security Fund. However, she failed to make any monthly payments to the client and did not pay the full amount to the CSF by the deadline. She ultimately made full payment.Rollins has been disciplined four times previously. In 1992, she was privately reproved following a conviction for driving without a license. Two years later, she was disciplined for failing to comply with probation conditions and for failing to provide competent legal representation to a client or refund unearned fees. She was disciplined in 1996 for violating probation and again in 2000 for failing to make restitution to the same client.In mitigation, she has continuing financial hardship, made good faith efforts to get a better job, she submitted quarterly probation reports and she cooperated with the bar’s investigation.July 2, 2000 ELLEN MAFRED ROLLINS [#96626], 44, of Long Beach was suspended for two years, stayed, placed on four years of probation with an actual 90-day suspension, and was ordered to prove her rehabilitation, take the MPRE within two years and comply with rule 955. The order took effect July 2, 2000. Rollins did not comply with the probation conditions attached to two discipline orders requiring her to make restitution to a client in the amount of $2,500. She did comply with the other conditions.The discipline initially arose as a result of Rollins’ failure to perform legal services competently or refund unearned fees. She also was privately reproved in 1992 for a misdemeanor conviction for driving without a license.In mitigation, Rollins cooperated with the bar’s investigation and has been unable to make restitution because of continuing financial hardship.July 20, 1996 ELLEN MAFRED ROLLINS [#96626], 40, of Long Beach was suspended for six months, stayed, and placed on probation for four years with 60 days actual suspension, effective July 20, 1996. She was ordered to pass the MPRE. Rollins' misconduct involved her failure to comply with conditions of a 1994 disciplinary order. She failed to file quarterly probation reports and complete a course in law office management by Oct. 10, 1995.In aggravation, Rollins has a prior record of discipline. She received a private reproval in 1992, but was disciplined again for failing to meet its conditions. She also was disciplined for misconduct which included failure to perform legal services and return unearned fees.In mitigation, Rollins suffered from financial hardship which caused her to change residences on numerous occasions. |
