CHRISTIAN MICHAEL DILLON, 66, of Dana Point was disbarred Dec. 30, 2011 and ordered to make restitution and comply with rule 9.20 of the California Rules of Court.

Dillon stipulated to seven counts of misconduct in 14 loan modification matters. He used untrained non-attorney staff to process loan modifications and advertised his services in California and three other states, where he was not licensed to practice law. However, he resigned from the California bar in 2009 and the clients who called him for a refund of advance fees found a disconnected phone.

He stipulated that he failed to perform legal services competently, respond to client inquiries or refund unearned fees, and he improperly withdrew from representation, collected illegal fees and held himself out as an attorney in jurisdictions where he was unlicensed.

Dillon had been disciplined twice previously; he was suspended in 1987 following convictions for failing to pay child support, and in 2005 he was publicly reproved after convictions for driving under the influence.

In mitigation, he cooperated with the bar’s investigation.
