March 15, 1997 WILLIAM COLWELL BIBB [#79374], 49, of San Diego was suspended for six months, stayed, and placed on probation for two years, effective March 15, 1997. He also was ordered to pass the MPRE. In 1995, Bibb was convicted of a misdemeanor, violating Penal Code §§242/243(a), willfully and unlawfully using force or violence upon his wife. Bibb was involved in a domestic violence altercation while under the influence of alcohol. The incident occurred after Bibb made copies of a love letter his wife had written to him a few months earlier, and gave them to several neighbors. He also pasted one copy on the front door of her home and another inside. During the course of the altercation with his wife, he destroyed some of their wedding photographs and pictures taken at her father's 80th birthday party. In plea documents, he admitted to scratching his wife and putting his hands around her throat. Bibb said he suffered from depression, admitted having problems with alcohol, anger control and domestic violence and had used marijuana as late as March of 1996. He also admitted there were incidents of physical violence during his first two marriages. In mitigation, Bibb has no prior record of discipline, is in compliance with all terms of his criminal probation and cooperated with the bar's investigation. He has expressed remorse and accepted responsibility for his actions, sought treatment from a psychiatrist and is participating in domestic violence and alcohol abuse recovery programs. He and his wife have reconciled. |
