August 28, 2016 RICHARD EDWARD COOMBS [#74281], 70, of Carmichael, was suspended from the practice of law for six months and placed on probation for three years. He must make restitution of $750 plus interest to a client and complete the State Bar’s Ethics School. He must abstain from using alcoholic beverages, drugs, controlled substances and marijuana except with a valid prescription. He must attend an abstinence program and must arrange for monthly drug testing. The order took effect Aug. 28, 2016. Coombs was found culpable of six counts of misconduct in a single client matter including mishandling a client trust account, making a false statement to the State Bar, failing to communicate with a client or promptly refund unearned fees.In aggravation, he had a prior record of discipline for similar misconduct. In mitigation, he is entitled to minimal consideration for a drinking problem because he did not show that alcoholism caused his misconduct.July 26, 2015 RICHARD EDWARD COOMBS [#74281], 69, of Carmichael, was placed on two years’ probation and faces a one-year suspension if he does not comply with the terms of his disciplinary probation. He was also ordered to take the MPRE and make restitution. The order took effect July 26, 2015. Coombs was hired to advise a couple on the merits of a civil action and determine the existence of a legal deed, but failed to perform legal services with competence. He also did not return $4,500 in advanced fees they paid, did not promptly return their file after termination of employment and failed to participate and cooperate in a State Bar investigation.Coombs was ordered to pay $4,500 plus interest in restitution. |
