MELVIN JAY BROWN [#49306], 55, of Mission Hills was suspended for three years, stayed, placed on three years of probation, and was ordered to make restitution. The order took effect Dec. 13, 1996.

Brown stipulated to withdrawing from employment without protecting his client's interests, failing to perform legal services competently, failing to supervise an employee, and not paying a fee arbitration award to a client.

A personal injury matter was dismissed because Brown did no work on it. He also turned the case over to another attorney without telling the client.

In another personal injury case, an employee endorsed a settlement check and stole the funds.

Brown was fired from a criminal case and repaid half the original $20,000 retainer. The client won an additional $5,000 award following a fee arbitration, but Brown did not honor it.

He has two previous disciplines, including a private reproval in 1985 and a three-year probation and stayed suspension in 1994.

He cooperated with the bar's investigation and no longer employs the office manager who was stealing funds.
