JENNIFER MARIE URQUIZU [#231134], 37, of Riverside was disbarred May 23, 2014 and ordered to comply with rule 9.20 of the California Rules of Court and make restitution.

Urquizu was disbarred after her default was entered for failing to respond to charges she committed misconduct in four matters. Because she did not seek to have the default set aside within 180 days, the bar moved to disbar her under rule 5.85 of the rules of procedure.

The charges are deemed admitted. Urquizu committed 15 counts of misconduct in four matters including improper withdrawal from employment and failing to communicate, release client files or property, refund unearned fees, account, cooperate in a State Bar investigation, perform legal services with competence, or pay client funds. The fourth matter involved bankruptcy court. Urquizu failed to perform legal services competently or obey a court order.

She had one prior record of discipline. In 2013, she was suspended after stipulating to misconduct in five client matters, including aiding in the unauthorized practice of law and failing to perform legal services with competence, respond to client inquiries, keep a client reasonably informed of significant developments in a case, return unearned fees, or provide a client with an accounting. Urquizu also failed to cooperate in a disciplinary investigation or maintain a current membership address with the State Bar.

JENNIFER MARIE URQUIZU [#231134], 36, of Riverside, was suspended for three years, stayed, placed on three years’ probation with an actual two-year suspension, ordered to take the MPRE, comply with rule 9.20 of the California Rules of Court and pay restitution. The order took effect June 30, 2013.

Urquizu stipulated to misconduct in five client matters, including failing to perform legal services with competence, failing to respond to client inquiries, failing to keep a client reasonably informed of significant developments in a case, failing to return unearned fees, aiding in the unauthorized practice of law and failing to provide a client with an accounting. Urquizu also failed to cooperate in a disciplinary investigation and to maintain a current membership address with the State Bar.

Urquizu’s misconduct stemmed from her involvement in Affordable Legal Solutions, a Temecula-based firm, and as a sole practitioner doing business as Affordable Legal Group. All of the clients hired Urquizu to file bankruptcy petitions, which she failed to follow through on. In some of the matters, Urquizu never filed the bankruptcy petitions; in others, her inaction led the cases to be dismissed. Despite providing no services of value, Urquizu did not return unearned fees.

Urquizu received limited mitigation for entering into a stipulation with the State Bar. She was ordered to pay $10,805 in restitution plus interest.
