February 19, 2006 THOMAS H. HROUDA [#193984], 35, of Riverside was suspended for six months, stayed, placed on two years of probation with a 60-day actual suspension and was ordered to make restitution and take the MPRE within one year. The order took effect Feb. 19, 2006. Hrouda stipulated to 10 counts of misconduct in six cases. Three times he abandoned his client or did not return their files. He also failed to perform legal services competently, refund unearned fees or respond to client inquiries about the status of their cases.In mitigation, Hrouda was physically and psychologically unable to work due to exhaustion and depression at the time of the misconduct. He has no prior discipline record. |
