April 18, 2015 MICHAEL LAWRENCE DEFRANK [#187888], 45, of Fairview, Ore., was disbarred April 18, 2015 and ordered to comply with rule 9.20 of the California Rules of Court. DeFrank stipulated that he failed to comply with the conditions of his disciplinary probation by not taking drug tests by deadline and submitting the results to the Office of Probation, and not abstaining from alcohol and drugs.He had three prior records of discipline. In November 2007, he received a public reproval after he was convicted of driving under the influence. In December 2010, he was suspended for failing to comply with the conditions of the public reproval. The following year, he was suspended again for not complying with the conditions of that public reproval.September 17, 2011 MICHAEL LAWRENCE DeFRANK, 41, of Cathedral City was suspended for one year, stayed, and placed on two years of probation with a 60-day actual suspension. The order took effect Sept. 17, 2011. DeFrank stipulated that he did not comply with the probation conditions of a 2008 public reproval issued following a DUI conviction. He was ordered to submit blood or urine samples on a monthly basis but submitted four urine samples that were diluted, and the laboratory was unable to attain reliable test results.He also was disciplined in 2010 for violating the same probation by not submitting a quarterly report on time or proof of attendance at AA meetings.In mitigation, he cooperated with the bar’s investigation.December 24, 2010 MICHAEL LAWRENCE DeFRANK [#187888], 40, of Cathedral City was suspended for one year, stayed, and placed on two years of probation. The order took effect Dec. 24, 2010. DeFrank did not comply with five conditions attached to a 2008 public reproval, including submitting a quarterly report on time or proof of attendance at AA meetings. The discipline was imposed following DeFrank’s conviction for driving under the influence. In mitigation, he cooperated with the bar’s investigation and provided evidence of his good character. |
