VICTORIA M. WALTER [#187805], 49, of Glen Ellen, was disbarred July 26, 2014 and ordered to comply with rule 9.20 of the California Rules of Court.

Walter was disbarred after her default was entered for failing to appear at her disciplinary trial. Because she made no effort to have the default set aside within 90 days as required under rule 5.85 of the State Bar’s Rules of Procedure, she was disbarred and the charges against her deemed admitted.

Walter failed to comply with the terms of her disciplinary probation.

She had been disciplined on two prior occasions. In April 2007, she was publicly reproved following convictions for possession of drug paraphernalia, possession of methamphetamine, being under the influence of a controlled substance and possession of a hypodermic needle and/or syringe. The following year, she was suspended for failing to comply with the conditions of the public reproval.

VICTORIA MARGARET WALTER [#187805], 44, of Half Moon Bay was suspended for two years, stayed, placed on three years of probation with a 90-day actual suspension and she was ordered to take the MPRE within one year and comply with rule 9.20. The order took effect Dec. 25, 2008.

Walter was publicly reproved in 2007 but failed to comply with its conditions: she did not submit quarterly probation reports, proof of attendance at an abstinence-based self help group, or proof of compliance with her criminal probation.

The reproval was the result of 2005 convictions for possession of a controlled substance, drug paraphernalia and a hypodermic needle and being under the influence of a controlled substance.

In mitigation, Walter has severe financial problems, including homelessness.
