RICHARD ANTHONY MATA [#162513], 55, of Temecula was disbarred Dec. 28, 2011, and was ordered to comply with rule 9.20 of the California Rules of Court.

Mata stipulated to 18 counts of misconduct in eight matters, all involving loan modification or debt negotiation. He owned two law practices in Corona, the Law Centre for Wealth Management (LCFWM) and the National Consumer Protection Litigation Center (NCPLC).

He did not submit applications for mortgage loan modifications for two clients and didn’t engage any negotiations with creditors for three other clients. He didn’t refund unearned fees, ranging from $1,595 to $4,500, or account for fees for any of the clients. In some instances, he didn’t communicate with his clients.

In mitigation, he had no discipline record in 13 years of practice and wishes to help the clients he harmed. He submitted a lengthy mitigation statement outlining the many problems in his life, including divorce and job loss, as well as the difficulties involved in the loan modification business.
