August 10, 2012 ROBIN CHANDLER CARR [#], 48, of San Diego was suspended for two years, stayed, placed on three years of probation with a 90-day actual suspension, and she was ordered to take the MPRE within one year and comply with rule 9.20 of the California Rules of Court. The order took effect Aug. 10, 2012. Carr successfully completed the State Bar’s Alternative Discipline Program for attorneys with mental health or substance abuse issues. She stipulated that she failed to comply with probation conditions attached to a 2007 disciplinary order by failing to failing to timely provide her home address or a medical waiver to the probation office, promptly respond to all probation office inquiries, or timely submit a treatment plan, quarterly reports or mental health reports. She also did not comply with the mental health conditions of her probation.Carr has a record of three prior disciplines, including a private reproval for holding herself out as entitled to practice law and engaging in unauthorized practice and subsequent disciplines for probation violations.In mitigation, she cooperated with the bar’s investigation, and had severe financial problems and mental health issues.November 2, 2008 ROBIN CHANDLER CARR [#154023], 45, of San Diego Probation was revoked, the previous stay of suspension was lifted and she was actually suspended for one year, stayed, and placed on two years of probation. Carr was disciplined in 2007, but did not comply with probation conditions: she failed to meet with State Bar probation officials, submit three quarterly reports on time, provide a mental health evaluation from a licensed psychiatrist or submit reports showing a mental health treatment plan and her compliance with its recommendations.She has a record of two prior disciplines. The first was a 2005 private reproval for holding herself out as entitled to practice law and engaging in unauthorized practice. When she did not comply with probation conditions, she was given a stayed suspension and placed on two years of probation.In mitigation, she has an active pro bono practice.May 13, 2007 ROBERT CHANDLER CARR [#154023], 43, of San Diego was suspended for one year, stayed, placed on two years of probation and was ordered to take the MPRE within one year. The order took effect May 13, 2007. Carr stipulated that she violated probation conditions attached to a 2005 private reproval imposed for the unauthorized practice of law. She filed two quarterly probation reports late, did not file three reports at all and did not attend ethics school.In mitigation, Carr cooperated with the bar’s investigation and she had severe family problems. |
