DARNEL A. PARKER [#135739], 46, of Gardena was disbarred Dec. 15, 2006, and was ordered to comply with rule 955.

The State Bar Court found in a default proceeding that Parker committed seven acts of misconduct in three matters.

He was enrolled as an inactive attorney in 2005 for failing to file a timely response to a notice of disciplinary charges that had been filed against him. In all three matters that led to Parker’s disbarment, he practiced law while inactive. The bar court found that he engaged in the unauthorized practice of law, collected an illegal fee and failed to obey court orders or cooperate with the bar’s investigation.

Parker has a record of four previous disciplines, starting with 1995 convictions for driving under the influence, driving without a valid license and giving false information to a police officer. He was suspended in 1998 and 2001 for failing to comply with probation conditions and the fourth matter was pending review of the State Bar Court at the time of the disbarment.

In recommending Parker’s disbarment, bar court Judge Robert M. Talcott wrote that he “has shown an utter disregard for his clients, the public, the courts and the legal profession. He has shown an inability or unwillingness to uphold his professional obligations and conform his conduct to the ethical strictures of the legal profession.”

DARNEL A. PARKER [#135739], 40, of La Quinta was suspended for one year, stayed, placed on probation and actually suspended for 120 days. He also was ordered to take the MPRE within one year and comply with rule 955. The order took effect April 13, 2001.

Parker did not comply with the probation requirements of a 1998 probation revocation, which was issued because of his non-compliance with a 1995 disciplinary order.

The underlying discipline was a 1993 conviction for drunk driving and giving false information to a police officer.

April 25, 1998

The probation of DARNEL A. PARKER [#135739], 37, of Indio was revoked and the stay of suspension lifted, and he was suspended for one year, stayed, and placed on three years of probation with a 90-day actual suspension. He was ordered to comply with rule 955. The order took effect April 25, 1998.

Parker was given a one-year stayed suspension and placed on two years of probation with a 30-day actual suspension in 1995 after he pleaded no contest to giving false identification to a police officer, a DUI, and driving without a license.

As part of his probation, he was required to submit quarterly reports to the bar. He has submitted none.
