November 27, 1996 THOMAS F. JEFFREY [#110974], 39, of Sebastopol was suspended for three years, stayed, placed on three years of probation with an actual 60-day suspension, and was ordered to take the MPRE within one year. The order took effect Nov. 27, 1996. Jeffrey was fired from his Santa Rosa law firm after admitting he planted a remote controlled video camera under the receptionist's desk and filmed the lower part of her body. Although he denied his involvement during a two-week investigation, he ultimately admitted responsibility.He reached a settlement with the receptionist, who quit her job.In mitigation, Jeffrey had no record of discipline since his 1983 admission to the bar, he cooperated with the investigation and presented 12 character references. He is undergoing therapy and a psychologist's report indicted his conduct was aberrational. "His behavior was immature, bumbling and pathetic, rather than a hostile disregard of another person's rights," the therapist wrote. |
